Introduction to Mura Technology Limited
Founded in 2016, Mura intends to become the world’s leading producer of recycled hydrocarbons, creating a circular economy for plastic, whilst helping to decarbonise the petrochemical industry and eliminate global plastic pollution.
Our technology, Hydro-PRT, can recycle all types of plastic, including multi-layered, post-use flexible and rigid packaging, back into the chemicals and oils from which they were made, producing recycled feedstock for the manufacture of new plastic and reducing the need for new and fossil-resource derived plastics.
The current fate for much of the world’s plastic waste is incineration, landfill, or leakage into the environment. Mura’s first Hydro-PRT site in Wilton, Teesside, Northeast England will save c40,000 tonnes of CO2 annually, when compared to the incineration of plastic waste, a current form of waste management in the EU. In addition, for every tonne of plastic processed via Hydro-PRT, 5 barrels of oil are replaced in the manufacture of new plastic.
We are partnering with the biggest global brands to scale worldwide and feed a sustainable plastics economy in the next decade. Our ambition is to have capacity for 1,500,000 tonnes of plastic recycling in operation or development by 2032.
About the role:
- Identify, assess, and develop sites into financeable projects
- Follow Mura’s internal gate process to drive and manage project development from the ground to achieve successful FID, within budget
- Assess available utilities and confirm technical requirements with assistance from the centralized engineering teams
- Assess available land, review concept layouts and gather sufficient data to reduce project risks
- Gather any associated commercial information for the commercial teams
- Help to assess permitting requirements for new sites with assistance from centralised teams
- Scope out Front End Engineering Design (FEED) based on site development and permitting requirements
- Provide support to Business Development teams from a technical perspective
Summary of Key Roles and Responsibilities
Site identification and assessment
- In partnership with the business development team, identify suitable plots of land for development of Mura projects
- Visit & assess the sites in line with Mura’s technical requirements and development policy (plug and play / Chemical parks)
- Complete site assessment forms ensuring all land, cost, utility, permitting, and constructability information is recorded & reported
- Be responsible for the setup and maintenance of all project records and other documents, so they are structured and easy to use during project development phase
- Organise concept layouts with support from central development & engineering teams to ensure site suitability
- Discuss and resolve any technical queries/challenges found during the development phase
- Liaise with onsite utility providers with support from central development & engineering teams
- Liaise with central development & permitting teams to assess ground & permit risks
- Ensure all site risks are identified and reported
- Identify all site synergies to minimise project CAPEX & OPEX
- Populate action tracker with outstanding tasks to drive site assessment to first stage gate (Go/No-Go)
- Work with commercial teams to deliver relevant information to develop basic financial models and ensuring CAPEX & OPEX is minimised / optimised
- Present projects and reports at Stage gate meetings to senior stakeholders to achieve successful development kick off
Site Investigation, development & engineering
- Detail the scope for the Front End Engineering Design (FEED) from a technical perspective using all the site data
- Ensure FEED deliverables satisfy all permitting and financing requirements
- Organise and attend site geotechnical studies and issue reports to ensure FEED design can be progressed
- Manage the FEED contractor to ensure progress and report back to central team
- Manage the review of FEED documents by liaising with central engineering teams
- Liaise with the local permitting support consultancy to ensure permit application(s) are completed
- Liaise with central permitting & engineering teams as well as FEED contractor to ensure all permitting information is made available ASAP for submittal of permits
- Organise and attend any environmental studies required on site for the permits.
- Provide technical input into any grant applications
- Liaise with commercial teams on project financing approach and project delivery / contract models
- Organise stage 2 gate review of project progress with senior stakeholders in line with governance requirements
Site Final Development
- Ensure FEED is completed on time and on budget
- Ensure all deliverables are received and stored on the servers
- Liaise and drive central departments to ensure all execution contracts are negotiated and finalised
- Obtain final permit approvals
- Provide technical input to all execution contracts
- Provide technical input to project financing / manage any technical due diligence
- Organise final stage review – Final Investment Decision with senior stakeholders (FID)
Risk Management
- Analyse and identify all project risks
- Report the risks to the relevant project stakeholders
- Ensure all risks have mitigations and monitor these until risk is closed out
- Build risk awareness amongst team by reporting on this monthly
Comply with Health, Safety and Environment policies
- Exercise due diligence towards health and safety of self and others in the organisation, especially when on sites
- Comply with the applicable HSE procedures, instructions, requirements, standards received from regulatory and statutory bodies
- Proactively report occurrences, events, near misses and acts that may impact employee health, safety or environment
Reporting
- Provide monthly updates by completing monthly report
- Ensure budget is tracked and expenditure reported to finance teams
- Ensure schedule is maintained
Skills and Experience
- Degree in Engineering Discipline (process/mechanical/civil)
- Role would suit someone with at least 5 years’ experience in the petrochemicals or oil & gas sectors.
- At least 2 years’ project development/engineering/management level experience.
- Experience in project development/Pre-FID works with an owner/operator a big plus.
- Experience of feasibility and FEED delivery is advantageous
- Experience with permitting is advantageous (especially in Europe and UK)
- Fluent in German and English
- Project delivery, ideally in development (Pre-FID) but execution is also valuable.
- Understanding of project financing and wider management principles
- MS Outlook, Word, Excel and PowerPoint
- Strong engineering background
- High level of commercial acumen
- High level of project and risk management skills
- High level of planning and analytical skills
- Excellent verbal and written communication skills
- High level of awareness in the local market and key players and stakeholders
- High level of standards with respect to HSE & Environmental practices
